The venue has requirements
Access times, where equipment may go, which areas are open to photography, and sometimes a requirement to be listed in advance.
None of it is unreasonable and all of it is easier known in week one than on the morning of the wedding.
The one that most often bites is access. A photographer expecting to cover the getting-ready hour needs to be inside the venue before the family is, and that is a specific arrangement rather than an assumption.
The second is restricted areas. Many venues have spaces that are shared with other guests and are not available for a shoot, however good they look.
